Resume a paid recommendations offer OAuth Scope: posts:write

This feature is currently in beta and the API is subject to change.

Make a draft or paused offer live. Paused partners start again, and any other live offer keeps its partners but stops taking new applications. The wallet must hold at least 10 times the cost per subscriber.
